Yes. The developer's official description says 'Your base fights offline!' — placed weapons fire and coins accrue while you are away.
When can I spend on rare tier rolls?
After Luck I and Auto Roll are unlocked, and only with Luck II if your coin bank is comfortably above zero. Spreading coins on rare rolls before rolls are speeding up is the most common beginner stall.
